Scopes. A clinician's access is a set of locations crossed with a set of program types, either of which can be "all." That is how one physician oversees Sleep across the whole chain while a local GP sees only their site. Cross-border note: Sofia and Athens are in the EU, Istanbul is not, so a cross-location scope touching Istanbul is an EU/Turkey health-data transfer and needs the right safeguards.
